The Kenya Health Human Resource Advisory Council (KHHRAC) was established under the Health Act of 2017 to provide a centralized coordinating mechanism for healthcare human resources. As an advisory body, its key functions are to review policy and establish uniform norms and standards for healthcare professionals.
Key functions of KHHRAC as per the 2017 Health Act
- Posting of Interns Reviewing; policy and establishing uniform norms and standards for the posting of interns to National Government and County Government facilities to promote equitable distribution, quality supervision, and consistency across all training institutions.
- Intercounty Transfer; Reviewing policy and establishing uniform norms and standards to guide the transfer of healthcare professionals across counties.
- Transfer between Levels of Government; Reviewing policy and establishing uniform norms and standards to guide the transfer of healthcare professionals from one level of government to another.
- Welfare and Scheme of Service ; Developing and reviewing a framework to guide the welfare and the schemes of service for health professionals.
- Management and Rotation of Specialists; Establishing guidelines for the management and rotation of healthcare specialists across the country to ensure adequate and equitable distribution across the Country
- Establishment of a Master Register ;Developing policy, norms and standards on the establishment, utilization and maintenance of a master register for all health practitioners in the country through the development of an Electronic Management Information System
